Why do villages need assistance?

The cost of even the WireBridge is beyond what most Nepali villages can afford. Average per capita income still measures less than $200 per year. The central government allocated Rs 500,000 (about $ 6,500) to each local community for community projects. This is about $1 per person. With the current political situation in Nepal, however, increased security expenses have nearly eliminated this allowance.
